Design is consist of the following elements:
Colours: The website could be multi-coloured or simply black and white, depending on the type of website, the purpose and most importantly the clientele. The choice of colours should be done keeping in mind the type of audience you are expecting on the website because each colour has its own impact on the visitor or user.
Fonts: Just like colours website has its font - there could be many or just one. The choice of fonts should be done according to the browser-compatibility as some browsers can only read selective fonts, these fonts are termed as "web-safe-fonts".

It helps not only in making the website look cool and meaningful but also helps in search engine optimization. The text on your website should be concise and informative, "INFORMATIVE" by this word I didn't mean they should be long paragraphs.
Navigation: The architecture of the website should be made in such a way that the users could easily navigate(move from one page to another) with ease and could find the information they require.
